This panel will look at the long history of the criminalization of People Living with HIV, and the more recent applications of the criminal law to people living with Hepatitis and in the context of the COVID 19 pandemic. Panelists will discuss the impact that HIV criminal laws have had on Black people, people of color more generally, transgender people, and sex workers. In addition, the panel will discuss specific law and policy reforms that can be implemented at the local, state and federal level.
