Joseph Muroff joined the Office of the Bronx District Attorney in January of 1986. As an Assistant District Attorney handling felony matters, he investigated, prosecuted and tried numerous cases including pattern robberies and burglaries, complex narcotics operations, and homicides. Since January 1992, Mr. Muroff has been a Manager in the Bronx DA’s Office, first as a Supervisor in the Office’s Complaint Room and Narcotic’s Bureau, then as a Deputy Chief in the Criminal Court, Rackets, and Domestic Violence/Sex Crimes (DVS) Bureaus, and for 10 years he was the Chief of the Child Abuse/Sex Crimes (CAS) Bureau. In January 2017, he became a member of Bronx District Attorney Darcel Clark’s Executive Staff, overseeing the Special Victims Division, which consists of CAS, the Domestic Violence (DV) Bureau, the Human Trafficking Unit (HTU) and the Office’s Crime Victims Advocates Unit (CVAU).
During his tenure as a Manager in the Bronx DA’s Office, Mr. Muroff was directly involved in the planning, development and implementation of several notable institutions in Bronx County including: “Bronx Community Solutions”, a community and social service program which offers alternatives to incarceration for certain non-violent defendants convicted of misdemeanors and violations; the Bronx Integrated Domestic Violence (IDV) Court Part, the initial IDV Part established in New York City; the Bronx Sexual Assault Task Force, which successfully sought and received funding to create Bronx SART (Sexual Assault Response Team), the first of its kind in New York State; and the co-located Bronx Child Advocacy Center, a 50,000 square-foot child-friendly facility where child victims of sexual and severe physical abuse are provided with swift comprehensive services and allegations of abuse are addressed in a multi-disciplinary approach.
Mr. Muroff has spoken and lectured on a wide variety of topics in the fields of Domestic Violence, Sex Crimes and Child Abuse to numerous outside organizations, such as the NYPD, NYC Corporation Counsel, the New York State Prosecutor’s Training Institute (NYPTI), and numerous community-based organizations and associations. He has also served on the faculty of the National College of District Attorneys (NCDA) and as an advisor to the American Association of Prosecuting Attorneys (APA). He has been a regular part of the faculty for the Bronx DA’s Office’s Continuing Legal Education (CLE) programs. In 2019, Mr. Muroff spearheaded the planning, development and execution of a Three-Day Child Abuse Conference in October 2019 in NYC, co-sponsored by BXDA, the Association of Prosecuting Attorneys (APA) and the Northeast Regional Children’s Advocacy Center.
For the last 10 years, Mr. Muroff has served as co-chair of the New York State DA’s Association’s Sexual Assault and Family Violence Legislative Subcommittee. In January of 2020, Mr. Muroff became a Board Member of the New York State Children’s Alliance (NYSCA), the membership organization representing Child Advocacy Centers (CACs) and Multidisciplinary Teams (MDTs) which provide services to 54 counties and four tribal nations in New York State.
In 2007, Mr. Muroff was honored at the 30th Anniversary Celebration of the Crime Victims Treatment Center of St. Luke’s-Roosevelt Hospital Center, in recognition of his “tireless commitment to assisting victims of violent crimes”. In 2017, Mr. Muroff received the “Prosecutor of the Year, Executive Leadership Award” from the New York Prosecutor’s Training Institute. This award is given to a prosecutor “who exemplifies strong leadership, is responsible for innovative and important programs, and thereby enhances criminal justice throughout the State.”
Joseph Muroff received his BA from the University of Pennsylvania and his law degree from the University of Florida Law School. He served as an Editor and Board Member on the University of Florida Law Review.
