Shannon Minter is a transgender legal expert and the legal director of the National Center for Lesbian Rights, one of the nation’s leading legal advocacy groups for LGBTQ people and their families Since 2009, NCLR’s Sports Project has advocated for transgender inclusion in sport. NCLR has represented many trans athletes, including Jazz Jennings and Fallon Fox. in 2010, NCLR partnered with the NCAA to create On the Team: Equal Opportunities for Transgender Student Athletes. NCLR’s Transgender Youth Project has worked with more than a dozen state high school athletic associations to adopt trans-inclusive policies. Helen Carroll, NCLR’s sports consultant, has advised more than a hundred trans athletes and dozens of colleges and universities about how to support trans athletes. Helen testified as an expert in Hecox, the successful challenge to Idaho’s ban on transgender athletes.
