Xavier Persad serves as senior legislative counsel at the Human Rights Campaign, his focus includes state and municipal advocacy as well as conversion therapy related legislation. Xavier serves HRC’s Project One America as well as the legal department’s annual Municipal Equality Index publication. Xavier earned a Bachelor of Social Work from the University of Central Florida. He obtained his law degree from Florida A&M University College of Law. Xavier also holds a Master of Laws degree in Human Rights Law from the London School of Economics and Political Science. Before joining HRC, Xavier obtained legal and policy experience on a wide range of issues during his tenures at the U.S. House of Representatives, the Caribbean Court of Justice, and the Center for International Law and Justice at Florida A&M University College of Law. Xavier is admitted to the Florida Bar.
