Whiquitta “Kee” Tobar is the Chief Equity, Inclusion, and Belonging Officer (CEIBO) at Community Legal Services of Philadelphia (CLS). As the inaugural CEIBO, she provides vision, leadership, and direction for CLS’ ongoing strategy to support justice, equity, diversity, and inclusion across all aspects of the organization’s work and efforts. Previously Ms. Tobar worked as a disability justice attorney, focusing on Title XVI social security programs for persons with severe disabilities and limited resources. Furthermore, she has devoted herself throughout her legal aid career to the pursuit of justice and fairness for intersectionally marginalized people.
She began her career advocating for multiply marginalized system-involved youth as a national child welfare and juvenile justice policy attorney. She continued to pursue these efforts as a Stoneleigh Fellow with a project centering on increasing access to civil legal services for BIPOC, LGBTQ+, and system-involved youth, as an avenue to reduce youth housing insecurity. She is also the co-creator and host of the “How Is That Legal” Podcast, which breaks down examples of systemic racism in civil law and policy. Whiquitta is a graduate of Georgetown University Law Center and Alabama A&M University.
